  printed to be committed to the Committee on Rules

AN ACT relating to permitting a permanent resident of the United  States
  to  serve  as  public  health  director of the county of Tompkins; and
  providing for the repeal of such provisions upon expiration thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Notwithstanding  subdivision 1 of section 3 of the public
officers law, or any other law, rule or regulation, a permanent resident
of the United States of America shall be  allowed  to  serve  as  public
health  director  of the county of Tompkins while pursuing United States
citizenship.
  S 2. This act shall take effect immediately and shall  expire  and  be
deemed repealed on June 30, 2013.

AN  ACT relating to permitting a permanent resident of the United States
  to serve as public health director of  the  county  of  Tompkins;  and
  providing for the repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding subdivision 1 of section 3  of  the  public
officers law, or any other law, rule or regulation, a permanent resident
of  the  United  States  of  America shall be allowed to serve as public
health director of the county of Tompkins while pursuing  United  States
citizenship,  provided  the appointing authority certifies in writing to
the office of the state comptroller  that  this  candidate  is  uniquely
qualified  for  the  position of public health director of the county of
Tompkins.
  S 2. This act shall take effect immediately and shall  expire  and  be
deemed repealed June 30, 2013.
