BILL NUMBER:S5082 TITLE OF BILL: An act to amend the environmental conservation law, in relation to allowing the use of rifles for hunting in the county of Madison; and providing for the repeal of such provisions upon the expiration thereof PURPOSE OR GENERAL IDEA OF BILL: This bill would allow the hunting of deer through the use of a rifle in Madison County as well as provide for a coextensive sunset of the provisions of this subdivision. JUSTIFICATION: The conservation clubs of Madison County have requested that that County be included in those areas where sportsmen and women are able to hunt deer with rifles. Since 2005, several counties in Southern and Central New York have been allowing the hunting of deer and bear with rifles with few if any reported incidents or other problems. With that safe history, it would seem to only make sense to now include Madison County within these provisions. PRIOR LEGISLATIVE HISTORY: Chapter 412 of the Laws of 2008

Item (i) of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as amended by section 12 of chap- ter 483 of the laws of 2010, is amended to read as follows: (i) The counties of Deer and bear, the Pistol, shotgun, Allegany, first Monday after crossbow, Cattaraugus, November 15 through muzzle loading Chenango, Herkimer, first Tuesday after firearm, rifle or MADISON, December 7 long bow only Montgomery, Oneida, Oswego, Otsego, Schoharie and Tioga and that portion of the county of Broome east of the Susquehanna river S 2. Item (i) of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as added by chapter 600 of the laws of 2005, is amended to read as follows: (i) The counties of Deer and bear, the Pistol, shotgun, EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. BILL NUMBER:S5082A TITLE OF BILL: An act to amend the environmental conservation law, in relation to hunting in the county of Madison PURPOSE: This bill would make permanent provisions for use of rifles for deer hunting in Madison County. JUSTIFICATION: This bill would make the provisions permanent the ability of hunters to utilize a rifle for hunting in Madison County. It is important to note that the use of rifles in Madison County has been endorsed by the County Board of Supervisors. LEGISLATIVE HISTORY: New bill. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: Immediately, with provisions.
