AN ACT to amend the education law,  in  relation  to  creating  a  youth
  employment  and career development program and making an appropriation
  therefor

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Section 2590-g of the education law is amended by adding a
new subdivision 13 to read as follows:
  13. A. ESTABLISH A YOUTH EMPLOYMENT AND CAREER DEVELOPMENT PROGRAM, AS
FOLLOWS:
  (1) THERE SHALL BE A YOUTH EMPLOYMENT AND CAREER  DEVELOPMENT  PROGRAM
ADMINISTERED  BY THE BOARD OF EDUCATION. THE PROGRAM SHALL ENCOURAGE THE
DEVELOPMENT OF PART TIME AND FULL TIME JOBS FOR HIGH SCHOOL STUDENTS AND
GRADUATES, PROVIDE STUDENTS WITH JOB TRAINING,  PLACEMENT  SERVICES  AND
CAREER  COUNSELING  AND  ASSIST  HIGH  SCHOOL  FACULTY IN DEVELOPING AND
IMPLEMENTING A  CURRICULUM  TO  PROVIDE  STUDENTS  WITH  WORK-COMPETENCY
TRAINING.
  (2) SUBJECT TO THE PROVISIONS OF PARAGRAPH C OF THIS SUBDIVISION, EACH
HIGH  SCHOOL  IN  NEW  YORK  CITY MAY HAVE A YOUTH EMPLOYMENT AND CAREER
DEVELOPMENT OFFICE STAFFED BY A JOB COORDINATOR, A CAREER SPECIALIST AND
SUCH SUPPORT STAFF AS PERMITTED BY BUDGET ALLOCATIONS THEREFOR.
  (3) THE JOB COORDINATOR SHALL:
