BILL NUMBER:S1994 TITLE OF BILL: An act to amend the executive law; in relation to making the director of the state office for the aging a member of the emergency services council PURPOSE OR GENERAL IDEA OF THE BILL: Adds the director of the state office for the aging to the emergency services council. SUMMARY OF PROVISIONS: Amends section 580 of the executive law by adding the director of the state office for the aging to the emergency services council. JUSTIFICATION: The demographics of the state and the nation are changing as the baby boomers near retirement. Older adults are primarily healthy and active but as one ages and chronic diseases occur, becoming frail is a reality for some older adults. Natural disasters, man made disasters, and other emergency situations require that the special needs of frail older adults be known and considered. Therefore, it is important to add to the list of council members the director of the state office for the aging to ensure that the special needs of older New Yorkers are considered and planned for and

GOLDEN, HANNON -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law; in relation to making the director of the state office for the aging a member of the emergency services council THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 580 of the executive law, as added by chapter 300 of the laws of 2000, is amended to read as follows: 1. Creation; members. There is hereby created in the department of state an emergency services council, the members of which shall be the directors of the office of fire prevention and control, the bureau of emergency medical services and the state emergency management office, the superintendent of state police, the commissioner of health, the secretary of state, THE DIRECTOR OF THE STATE OFFICE FOR THE AGING and the director of state operations who shall be the chairperson unless otherwise appointed by the governor. There shall also be two represen- tatives appointed by the state emergency medical services council, one of whom shall be a representative of volunteer ambulance service and one of whom shall be a representative of proprietary ambulance service; two representatives appointed by the fire advisory board, one of which shall be representative of volunteer fire service and one of which shall be representative of paid fire service; one representative shall be appointed by the disaster preparedness commission; one physician shall be appointed by the state emergency medical advisory committee; one appointment shall be made by the governor; one appointment shall be made by the temporary president of the senate; and one appointment shall be made by the speaker of the assembly.
