AN  ACT  to  amend the state technology law, in relation to developing a
  geographic information system to allow cities, towns and  villages  to
  calculate future development and its impacts

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  Legislative  findings.  The  legislature  finds  that  the
cities, towns and villages of the state are empowered through zoning and
planning  enabling  authorization to manage land use in their respective
jurisdictions. Land use decisions have significant local,  regional  and
statewide fiscal, environmental and social significance. The legislature
further  finds that zoning and planning jurisdictions should have access
to the most advanced technology, tools and data  to  foster  intelligent
decision making.
  The  legislature  further  finds  that  technology  through geographic
information systems, digital orthophotos and other software tools  exist
to allow local officials and the public to visualize how their community
has changed over the years and how it is likely to change in the future.
Computer  models  can  assist  in developing growth policy for the whole
community or for individual policy decisions.
  It is the intent of the legislature by this act to advance the state's
current policies of using technology to help  government  to  serve  the
people and of fostering quality communities through informed local plan-
ning.
  S  2.  Section  103 of the state technology law is amended by adding a
new subdivision 12-c to read as follows:
  12-C. TO DEVELOP, ACQUIRE OR CAUSE TO BE  DEVELOPED,  IN  CONSULTATION
WITH THE SECRETARY OF STATE, A GEOGRAPHIC INFORMATION SYSTEM AND MAPPING
METHODOLOGY  THAT  WILL  BE  MADE  AVAILABLE UPON REQUEST TO ALL CITIES,
