BILL NUMBER:S3764 TITLE OF BILL: An act to amend the environmental conservation law, in relation to transfer of a lifetime hunting, fishing and trapping license PURPOSE OF BILL: To remove the fee associated with the transfer of a lifetime hunting, fishing or trapping license when the deceased was a member of the armed services who died in combat or while deployed for military purposes on or after September 11, 2001. SUMMARY OF PROVISIONS: Section 1. Amends the closing paragraph of section 11-0704 of the environmental conservation law, as added by chapter 507 of the laws of 2010 to remove the fee associated with the transfer of a lifetime hunting, fishing or trapping license when the deceased was a member of the armed services who died in combat or while deployed for military purposes on or after September 11, 2001. Section 2. Effective date. JUSTIFICATION: Those families who lost of a loved one while deployed in defense of the United States should not be required to pay a fee for the

The closing paragraph of section 11-0704 of the environ- mental conservation law, as added by chapter 507 of the laws of 2010, is amended to read as follows: Provided, however, that subdivisions one [and], six AND SEVEN of this section shall not apply when the person to whom such license was issued [died while serving in the active United States military, naval, or air services during a period of war] WAS A MEMBER OF ANY MILITARY BRANCH OF THE UNITED STATES OF AMERICA WHO DIED IN COMBAT OR WHILE DEPLOYED FOR MILITARY PURPOSES ON OR AFTER SEPTEMBER ELEVENTH, TWO THOUSAND ONE.
