BILL NUMBER:S6084 TITLE OF BILL: An act to amend the parks, recreation and historic preservation law, in relation to extending draft management plan submission dates and to amend chapter 595 of the laws of 2007 relating to establishing the Michigan Street African American Heritage Corridor commission in Buffalo, in relation to the effectiveness thereto PURPOSE OR GENERAL IDEA OF BILL: This bill will change the date by which the Michigan Street African American Heritage Corridor Commission must submit for approval to the Commissioner a draft management plan and change the date when Article 41 expires to conform to such date. The plan must be submitted by July 31, 2013. SUMMARY OF SPECIFIC PROVISIONS: This bill amends section one subdivision 2 of Section 41.09 of the Parks, Recreation and Historic Preservation Law, as added by Chapter 595 of the Laws of 2007. The draft management plan shall be submitted to the Commissioner for approval by July 31, 2013. The bill amends Section 3 of Chapter 595 of the Laws of 2007 to extend Article 41 of the Parks, Recreation and Historic Preservation Law to December 31, 2013.

GRISANTI -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend the parks, recreation and historic preservation law, in relation to extending draft management plan submission dates and to amend chapter 595 of the laws of 2007 relating to establishing the Michigan Street African American Heritage Corridor commission in Buffalo, in relation to the effectiveness thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 41.09 of the parks, recreation and historic preservation law, as amended by chapter 438 of the laws of 2011, is amended to read as follows: 2. The draft management plan shall be submitted to the commissioner for approval by [December thirty-first, two thousand eleven] JULY THIR- TY-FIRST, TWO THOUSAND THIRTEEN. Prior to submitting the plan to the commissioner, the legislative representative body of the city of Buffalo must approve the plan. The legislative body of the city of Buffalo, at its discretion and in the interest of expediting the local approval process, shall hold two public meetings at any time during the local approval process. The commissioner may approve the plan, may return the plan to the commission with recommendations for approval, or may reject the plan. A copy of the approved plan shall be provided to the governor, the temporary president of the senate and the speaker of the assembly. S 2. Section 3 of chapter 595 of the laws of 2007, relating to estab- lishing the Michigan Street African American Heritage Corridor commis- sion in Buffalo, is amended to read as follows: S 3. This act shall take effect immediately, provided that section two of this act shall expire and be deemed repealed [April 30] DECEMBER 31, [2012] 2013. S 3. One member each shall be appointed by the governor, the tempo- rary president of the senate, and the speaker of the assembly.
