TITLE OF BILL:
An act
to amend the highway law, in relation to designating portions of state
route 120 in the county of Westchester in memoriam

PURPOSE:
Designates portions of state route 120 in
the county of
Westchester in memoriam

SUMMARY OF PROVISIONS:
Section one of this legislation amends the highway law by adding two
new sections 343-z and 343-zz,
which would name a portion of state route one
hundred twenty in the town/village of Harrison the "Specialist
Anthony N. Kalladeen Memorial Highway," and the bridge on state route
one hundred twenty in the town of New Castle the "Staff Sergeant Kyu
Hyuk Chay Memorial Bridge."

Section two of this legislation directs the commissioner of
transportation to provide for the installation of appropriate signage.

Section three of this legislation states the effective date.

              

JUSTIFICATION:
Specialist Anthony N. Kalladeen was from Purchase, in
the town/village of Harrison. On August 8, 2005, while deployed in
support of Operation Iraqi Freedom assigned to the 1st Battalion,
69th Infantry Regiment, 256th Brigade Combat Team, New York Army
National Guard, at the age of 26, he was killed when his vehicle was
ambushed. He was on his second tour.

A former Marine, Kalladeen was attending SUNY Purchase in his
hometown before he was deployed to Iraq.  He also worked as a
resident assistant on campus.  SUNY Purchase has since gone on to
dedicate a space on a residence
hall as "Kalladeen's Corner."  State Route 120, which
leads to the schools entrance at Anderson Hill Road.

Army Staff Sergent Kyu H. Chay was a linguist with assigned to United
States Special Forces Command. Born in South Korea, he grew up in
Westchester after his family emigrated to the United States, and
opened a popular local business near the train station in the bucolic
hamlet of Chappaqua.

Chay was three credits shy of graduating with a law degree from
Brooklyn Law School before he was killed. The new Route 120 bridge in
Chappaqua overlooks his family business, as well as the war memorial
at the Chappaqua Train station, where there is a plaque dedicated in
true American hero's honor.

Dedicating the portion of State Route 120 which leads to the entrance
of SUNY Purchase as the "Specialist Anthony N. Kalladeen Memorial
Highway" and the Route 120 Bridge in Chappaqua as the "Staff Sergeant


Kyu Hyuk Chay Memorial Bridge" is a small way to recognize the
contributions of the sacrifice of these heroes and their families in
the quest for freedom, and would on a daily basis honor their
sacrifice to protect our liberty.
