BILL NUMBER:S7217 TITLE OF BILL: An act to amend the public authorities law, in relation to the Triborough bridge and tunnel authority PURPOSE:. This bill would amend the public authorities law to clarify that the Triborough Bridge and Tunnel Authority (TBTA) has the power to erect outdoor advertising signs and devices on or in the vicinity of its bridges and tunnels. SUMMARY OF PROVISIONS: Section 1 of the bill would amend Section 569-b of the Public Authorities Law by adding a new subdivision 5 to confirm that the authority, and its licensees and contractors, may erect, install, repair, reconstruct, maintain, operate or paint outdoor advertising signs and devices, including electronic displays, on or about the authority's bridges, tunnels, projects, structures, facilities and other properties, including approaches. Section 2 of the bill would make the act take effect immediately EXISTING LAW: Section 569-b of the Public Authorities Law allows

NOTWITHSTANDING SUBDIVISION ONE OF THIS SECTION OR ANY OTHER LAW, GENERAL, SPECIAL OR LOCAL, THE AUTHORITY, AND ITS LICENSEES AND CONTRAC- TORS, SHALL HAVE THE POWER TO ERECT, INSTALL, REPAIR, RECONSTRUCT, MAIN- TAIN, OPERATE OR PAINT OUTDOOR ADVERTISING SIGNS OR DEVICES, INCLUDING ELECTRONIC DISPLAYS, ON OR ABOUT ITS BRIDGES, TUNNELS, PROJECTS, STRUC- TURES, FACILITIES AND OTHER PROPERTIES, INCLUDING APPROACHES. S 2. This act shall be deemed repealed if any federal agency or any court of competent jurisdiction determines that this act would render New York state or any public authority ineligible for the receipt of federal funds. S 3. This act shall take effect immediately. The Triborough bridge and tunnel authority shall notify the legislative bill drafting commis- sion of the date a determination is made as described in section two of this act in order that the commission may maintain an accurate and time- ly effective data base of the official text of the laws of the state of New York in furtherance of effecting the provisions of section 44 of the legislative law and section 70-b of the public officers law.
