AN ACT to amend the environmental conservation law, in relation to fish-
  ing licenses for fresh and salt water fish

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The environmental conservation law is amended by  adding  a
new section 11-0714 to read as follows:
S 11-0714. FISHING LICENSES FOR FRESH AND SALT WATER CATCHES.
  NOTWITHSTANDING ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY, ALL
LICENSES  ISSUED  FOR  FISHING SEASON, FOR ALL SPECIES OF FRESH AND SALT
WATER CATCHES, SHALL BE VALID FROM APRIL FIRST THROUGH DECEMBER  THIRTY-
FIRST OF THE YEAR OF ISSUE.
  S 2. This act shall take effect immediately.
