BILL NUMBER:S4247 TITLE OF BILL: An act to amend the civil service law, in relation to transfer opportunities for employees serving in items classified under sections 55-b and 55-c of such law Purpose of the Bill: This bill would amend the Civil Service Law (CSL) to permit transfers of Civil Service §§ 55-b and 55-c appointees to competitive class positions. Summary of Provisions: Section 1 of the bill would amend CSL § 55-b (2) to afford people with disabilities hired under that section the same opportunity to transfer as provided to employees in the competitive class. Section 2 of the bill would amend CSL § 55-c (2) to afford disabled veterans hired under that section the same opportunity to transfer as provided to employees in the competitive class. Section 3 of the bill provides that the bill shall take effect immediately. Prior Legislative History:

GOLDEN -- (at request of the Department of Civil Service) -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to transfer opportu- nities for employees serving in items classified under sections 55-b and 55-c of such law THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 55-b of the civil service law, as amended by chapter 603 of the laws of 1995, is amended to read as follows: 2. Those employees hired under subdivision one of this section, shall be afforded the same opportunity TO TRANSFER AND to take promotional examinations as provided to employees in the competitive class. S 2. Subdivision 2 of section 55-c of the civil service law, as amended by chapter 603 of the laws of 1995, is amended to read as follows: 2. Those employees hired under subdivision one of this section, shall be afforded the same opportunity TO TRANSFER AND to take promotional examinations as provided to employees in the competitive class.
