BILL NUMBER:S2054 TITLE OF BILL: An act to amend the state finance law, in relation to furnishing prepared plans and reports PURPOSE OR GENERAL IDEA OF BILL: This legislation would require state agencies to furnish to the legislature and governor any strategic plans or performance reports prepared during the prior fiscal year. SUMMARY OF SPECIFIC PROVISIONS: The New York state finance law is amended by adding a new section 14-c to require the head of each state agency, on or before October 15th of each year, to furnish to the governor and legislative fiscal committees any strategic plans and performance reports prepared by the state agency during the prior fiscal year. For the purpose of this section "state agency" shall mean any state department, state university of New York, city university of New York, board, bureau, division, commission, committee, office or other governmental entity performing a governmental or proprietary function for the state, or any combination thereof from the schedule listing such agencies as provided for in subdivision two of section nine hundred fifty-one of the executive law, except any public authority or benefit corporation, the judiciary or the state legislature. LATIMER -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to furnishing prepared plans and reports THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The state finance law is amended by adding a new section 14-c to read as follows: S 14-C. STATE PLANS. THE HEAD OF EACH STATE AGENCY, ON OR BEFORE THE FIFTEENTH DAY OF OCTOBER IN EACH YEAR, SHALL FURNISH TO THE GOVERNOR, THE CHAIR OF THE SENATE FINANCE COMMITTEE AND THE CHAIR OF THE ASSEMBLY WAYS AND MEANS COMMITTEE ANY STRATEGIC PLANS AND PERFORMANCE REPORTS PREPARED BY THE STATE AGENCY DURING THE PRIOR FISCAL YEAR. FOR PURPOSES OF THIS SECTION, "STATE AGENCY" SHALL MEAN ANY STATE DEPARTMENT, STATE UNIVERSITY OF NEW YORK, CITY UNIVERSITY OF NEW YORK, BOARD, BUREAU, DIVISION, COMMISSION, COMMITTEE, COUNCIL, OFFICE OR OTHER GOVERNMENTAL ENTITY PERFORMING A GOVERNMENTAL OR PROPRIETARY FUNCTION FOR THE STATE, OR ANY COMBINATION THEREOF FROM THE SCHEDULE LISTING SUCH AGENCIES AS PROVIDED FOR IN SUBDIVISION TWO OF SECTION NINE HUNDRED FIFTY-ONE OF THE EXECUTIVE LAW, EXCEPT ANY PUBLIC AUTHORITY OR PUBLIC BENEFIT CORPO- RATION, THE JUDICIARY OR THE STATE LEGISLATURE.
