AN ACT to amend the education law and  the  general  municipal  law,  in
  relation to plumbing and electrical work performed on school buildings

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The education law is amended by adding a new section  408-c
to read as follows:
  S  408-C.  PLUMBING  AND ELECTRICAL WORK.  ALL PLUMBING AND ELECTRICAL
WORK PERFORMED BY AN INDEPENDENT CONTRACTOR OR FIRM ON ANY SCHOOL BUILD-
ING OR APPURTENANT FACILITIES SHALL BE PERFORMED BY A  LICENSED  PLUMBER
OR  LICENSED  ELECTRICIAN AS APPROPRIATE, IF REQUIRED BY A LOCAL MUNICI-
PALITY WHERE THE BUILDING OR FACILITY IS LOCATED. SUCH LICENSED  PLUMBER
OR LICENSED ELECTRICIAN SHALL PROVIDE A COPY OF HIS OR HER VALID LICENSE
PRIOR  TO COMMENCEMENT OF THE WORK DESIGNATED IN THE BID IF A LICENSE IS
REQUIRED BY A LOCAL MUNICIPALITY  WHERE  THE  BUILDING  OR  FACILITY  IS
LOCATED  OR,  IF  IT IS UNDER THE THRESHOLD REQUIRED PURSUANT TO SECTION
ONE HUNDRED ONE OF THE GENERAL MUNICIPAL LAW, THEN THE GENERAL  CONTRAC-
TOR  SHALL  SUBMIT  A  COPY OF THE REQUIRED LICENSE FOR THE PLUMBING AND
ELECTRICAL  SUBCONTRACTORS.  NO  MUNICIPAL  PERMIT  OR   INSPECTION   IS
REQUIRED.
  S  2.  Section 101 of the general municipal law is amended by adding a
new subdivision 6 to read as follows:
  6. ALL PLUMBING  AND  ELECTRICAL  WORK  PERFORMED  BY  AN  INDEPENDENT
CONTRACTOR  OR  FIRM  ON  ANY  SCHOOL BUILDING OR APPURTENANT FACILITIES
SHALL BE PERFORMED BY A LICENSED  PLUMBER  OR  LICENSED  ELECTRICIAN  AS
APPROPRIATE,  IF  REQUIRED BY A LOCAL MUNICIPALITY WHERE THE BUILDING OR
FACILITY IS LOCATED. SUCH LICENSED PLUMBER OR LICENSED ELECTRICIAN SHALL
PROVIDE A COPY OF HIS OR HER VALID LICENSE PRIOR TO COMMENCEMENT OF  THE
WORK  DESIGNATED  IN THE BID IF A LICENSE IS REQUIRED BY A LOCAL MUNICI-
PALITY WHERE THE BUILDING OR FACILITY IS LOCATED OR, IF IT IS UNDER  THE
