TITLE OF BILL:  An act to amend the vehicle and traffic law, in relation
to creating the "Alpha Phi Delta" fraternity distinctive license plate
program

PURPOSE: To provide distinctive license plates bearing the Alpha Phi
Delta crest and name to residents in New York State Click here

SUMMARY OF PROVISIONS:

Section 1 adds a new section 404 x to the vehicle and traffic law to
provide distinctive license plates for members of the Alpha Phi Delta
fraternity. Any member of the Alpha Phi Delta Fraternity residing in
this state will be able to upon request, be issued a license plate bear-
ing the Alpha Phi Delta crest and the words "Alpha Phi Delta."  Applica-
tions for these distinctive plates are to be filed with the commission-
er. No license plates are to be issued to an applicant without
verification that the applicant is a member of the Alpha Phi Delta
fraternity. The distinctive plates issued are to be administered in the
same manner as other number plates upon payment of the regular registra-
tion fee with an additional one-time service fee of $25. This annual
service fee will be deposited into the department of motor vehicles
distinctive plate development fund and be used for production, design,
advertising and marketing of distinctive license plates.

              

Section 2 provides that this act shall take effect 180 days after becom-
ing law.

JUSTIFICATION:  The Alpha Phi Delta fraternity was founded at Syracuse
University in 1914 by a group of Italian immigrants who wanted to form a
social society to help them better connect with one another and find
greater success both in New York State and across the nation. For a
century, it has been committed to the development of democratic ideals,
and in fostering the highest and noblest traits of man. Alpha Phi Delta
fraternity members have contributed greatly to New York State's culture
throughout the 20th and 21st centuries. The New York State Department of
Motor Vehicles has approved many distinctive license plates for frater-
nities, sororities, and colleges throughout the State of New York.

This legislation creates the opportunity to honor the 4,000 members of
the Alpha Phi Delta fraternity throughout New York State as well as
creating an additional revenue source to promote college scholarships
and higher education.

EFFECTIVE DATE:  This act shall take effect on April lst next succeeding
the date it becomes a law.
