  (d) in the case of an electric transmission line, (1) what part, if

IMPROVEMENT of the electric power grid of the electric systems serving
[this] NEW YORK state and interconnected utility systems, which will
serve the interests of electric system economy and reliability; (3) THAT

PROPOSED GENERATING RESOURCES OR IN THE CASE OF A FACILITY THAT AS
PROPOSED, HAS A DESIGN CAPACITY OF LESS THAN ONE HUNDRED KILOVOLTS, THAT

ATED FROM RESOURCES LOCATED OUTSIDE OF THE BOUNDARIES OF NEW YORK STATE,
THAT SUCH ELECTRICITY WOULD BE PRODUCED IN A MANNER THAT IS CONSISTENT
