AN ACT to amend the county law and the state finance law, in relation to
  prohibiting  expenditure of public funds to support Planned Parenthood
  organizations

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision 16 of section 224 of the county law, as added
by chapter 811 of the laws of 1969, is amended to read as follows:
  16. The board of supervisors of any county may NOT  appropriate  [such
sums  of  money  as it deems proper toward the maintenance of] ANY FUNDS
FOR THE SUPPORT OR OPERATION OF a planned parenthood association  organ-
ized  and  operating [to give family planning services to persons resid-
ing] in the county.
  S 2. The state finance law is amended by adding a new section 53-e  to
read as follows:
  S 53-E. STATE FUNDING FOR PLANNED PARENTHOOD ORGANIZATIONS PROHIBITED.
NOTWITHSTANDING  ANY  OTHER PROVISION OF LAW, NO APPROPRIATIONS OR ALLO-
CATIONS OF STATE FUNDS MAY BE MADE TO ANY PLANNED PARENTHOOD ASSOCIATION
OR TO ANY SUCCESSOR ORGANIZATION.
  S 3. This act shall take effect immediately.
