AN ACT making an appropriation for the Catskill Park and Catskill Forest
  Preserve

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The sum of twelve million dollars ($12,000,000), or so much
thereof as may be necessary, is hereby appropriated to the department of
environmental conservation out of any moneys in the  state  treasury  in
the general fund to the credit of the environmental protection fund, not
otherwise  appropriated,  and  made available as follows: (a) $4,000,000
shall be made available immediately; (b) $4,000,000 shall be made avail-
able on January 1, 2016; and (c) $4,000,000 shall be made  available  on
January  1, 2017. The funds appropriated pursuant to this section are to
be used solely on the Catskill Park or  the  Catskill  Forest  Preserve.
Such  funds  may  be  used  to maintain such park or preserve, construct
outdoor recreational facilities at such park or  preserve,  or  increase
tourism  at  such  park or preserve. Such moneys shall be payable on the
audit and warrant of the comptroller on vouchers certified  or  approved
by  the  commissioner of the department of environmental conservation in
the manner prescribed by law.
  S 2. This act shall take effect immediately.
