AN ACT to amend the public health law, in relation  to  hospital  state-
  ments of the rights and responsibilities of patients

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 1 of section 2803 of the public health  law  is
amended by adding two new paragraphs (k) and (l) to read as follows:
  (K)  THE  STATEMENT  REGARDING  PATIENT  RIGHTS  AND RESPONSIBILITIES,
REQUIRED PURSUANT TO PARAGRAPH (G) OF THIS  SUBDIVISION,  SHALL  INCLUDE
PROVISIONS INFORMING THE PATIENT OF HIS OR HER RIGHT TO BE HELD HARMLESS
FROM  SURPRISE  BILLS,  AS  DEFINED  IN SECTION SIX HUNDRED THREE OF THE
FINANCIAL SERVICES LAW, AND INFORMING THE PATIENT OF HIS OR HER RIGHT TO
A LIST OF THE HOSPITAL'S STANDARD  CHARGES  AND  THE  HEALTH  PLANS  THE
HOSPITAL PARTICIPATES WITH.
  (L)  THE  STATEMENT  REGARDING  PATIENT  RIGHTS  AND RESPONSIBILITIES,
REQUIRED PURSUANT TO PARAGRAPH (G) OF  THE  SUBDIVISION,  SHALL  INCLUDE
PROVISIONS  INFORMING  THE  PATIENT  OF  HIS OR HER RIGHT TO DESIGNATE A
CAREGIVER PURSUANT TO ARTICLE TWENTY-NINE-CCCC OF THIS CHAPTER.
  S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law; provided, however, that effective immediate-
ly, the addition, amendment and/or repeal  of  any  rule  or  regulation
necessary  for  the  implementation of this act on its effective date is
authorized and directed to be made  and  completed  on  or  before  such
effective date.
