AN ACT in relation to directing the public service commission to conduct
  a study regarding the use of small cell products;  and  providing  for
  the repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public service commission shall, within thirty days  of
the  effective  date of this act, undertake a study in coordination with
the office of general services on feasible locations on state and munic-
ipal property for the installation and leasing of  small  cell  products
and  other related technology that may improve network capacity in areas
of high mobile data usage. The public service commission and the  office
of  general  services  shall  study  and  make  determinations on issues
including but not limited to: (a) the current mobile data usage in vari-
ous regions and areas where the per capita data usage is above state and
national averages; (b) currently existing technology including, but  not
limited  to,  small cell  products that can expand network capacity upon
installation; (c) relevant state and municipal property  and  land  that
could  be used as a siting location for the installation of such network
expanding products; (d) costs and benefits associated with such  instal-
lation;  and (e) the capacity of the state to lease state lands for such
network expanding products and the ability of the state to  lease  state
lands  in partnership with businesses that could provide network expand-
ing products through competitive bidding procurement.
  S 2. The public service commission may conduct any  hearings  or  take
any  written testimony as it deems necessary in order to aid such study,
and shall take all other steps necessary to provide a thorough  analysis
of  all  issues  related to the provisions listed in section one of this
act.
  S 3. The public service commission in coordination with the office  of
general  services shall issue its final report no later than one hundred
