AN ACT to amend the public health law, in relation  to  establishing  an
  educational  program  and  screening  standards  for preventing sudden
  cardiac arrest among student athletes

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public health law is amended by adding a new section
2508 to read as follows:
  S 2508. SUDDEN CARDIAC ARREST PREVENTION AND  EDUCATION.  THE  COMMIS-
SIONER,  IN  CONSULTATION  WITH  THE AMERICAN ACADEMY OF PEDIATRICS, THE
AMERICAN HEART ASSOCIATION AND THE HYPERTROPHIC  CARDIOMYOPATHY  ASSOCI-
ATION,  SHALL, ON OR BEFORE AUGUST FIRST, TWO THOUSAND SEVENTEEN, ESTAB-
LISH:
  1. A PUBLIC EDUCATION AND OUTREACH CAMPAIGN FOR STUDENTS, PARENTS  AND
GUARDIANS   AND  SCHOOL  OFFICIALS  TO  PROMOTE  SUDDEN  CARDIAC  ARREST
PREVENTION, DETECTION AND EDUCATION WHICH  SHALL  INCLUDE,  BUT  NOT  BE
LIMITED  TO, THE DISSEMINATION OF PAMPHLETS AND OTHER MATERIALS CONTAIN-
ING:
  (A) AN EXPLANATION OF SUDDEN CARDIAC ARREST AND ITS CAUSES,
  (B) ITS INCIDENCE AMONG STUDENT ATHLETES,
  (C) A DESCRIPTION OF EARLY WARNING SIGNS,
  (D) AN OVERVIEW OF THE OPTIONS THAT ARE AVAILABLE TO SCREEN FOR CARDI-
AC CONDITIONS THAT MAY LEAD TO SUDDEN CARDIAC ARREST INCLUDING A  STATE-
MENT ABOUT THE LIMITATIONS OF THESE OPTIONS, AND
  (E)  ANY  OTHER  INFORMATION  DEEMED  RELEVANT  TO  THE  SCREENING AND
PREVENTION OF SUDDEN CARDIAC ARREST,  AND  MANAGEMENT  OPTIONS  FOR  THE
CONDITIONS THAT CAUSE IT;
  2.  A  CARDIAC SCREENING PROFESSIONAL DEVELOPMENT PROTOCOL TO INCREASE
THE ASSESSMENT SKILLS OF HEALTH CARE PRACTITIONERS  WHO  PERFORM  ANNUAL
PHYSICAL  EXAMINATIONS  OF  CHILDREN  NINETEEN  YEARS OF AGE OR YOUNGER,
WHICH SHALL INCLUDE, BUT NOT BE LIMITED TO:
  (A) COMPLETING AND REVIEWING A DETAILED MEDICAL HISTORY WITH AN EMPHA-
SIS ON CARDIOVASCULAR FAMILY HISTORY AND PERSONAL REPORTS OF SYMPTOMS,
