AN ACT to declare the J.N. Adam developmental  center  to  be  abandoned
  state real property and directing the commissioner of general services
  to  study  and report on the most appropriate use and alternative uses
  of such center

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The J.N. Adam developmental center, in the county of Catta-
raugus,  as  more  fully described in section two of this act, is hereby
declared to have been abandoned by the office for people  with  develop-
mental  disabilities,  and  is  hereby determined to be abandoned  state
real property pursuant to section 30-a of the public lands law.
  S 2. The J.N. Adam  developmental  center,  situate  in  the  town  of
Perrysburg  and  county of Cattaraugus, is composed of approximately 649
acres of both developed and undeveloped  land,  and  shall  include  any
structures thereon.
  S  3. The commissioner of general services shall examine, evaluate and
make recommendations concerning the most appropriate use and alternative
use of the J.N. Adam developmental center. The commissioner shall  exam-
ine,  with  particular care, the removal of any legal impediments to the
conveyance and future  uses  of  the  real  property  constituting  such
center, the availability of funding for the temporary maintenance of the
facilities of such center, and any improvements to such center which may
be  necessary  to facilitate the conveyance of all or any portion of the
real property constituting the J.N. Adam  developmental  center  by  the
office  of  general  services  pursuant to article 3 of the public lands
law, including the impact of any such conveyance  upon  the  surrounding
municipalities and communities.

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.   The office for people with developmental disabilities is
directed to conduct a survey of  land  including  buildings  which  such
office  is  using and wishes to retain for use on the J.N. Adam develop-
mental center, in the county of Cattaraugus,  situate  in  the  town  of
Perrysburg  and  more  fully described in section three of this act. The
office shall prepare such deeds for such parcel or parcels within 1 year
after the effective date of this act.
  S 2. The J.N. Adam developmental center, in the county of Cattaraugus,
as more fully described in section three of this act, with the exception
of the parcels utilized by the  office  for  people  with  developmental
disabilities and prepared pursuant to section one of this act, is hereby
declared  to  have been abandoned by the office for people with develop-
mental disabilities, and is hereby determined to  be  abandoned    state
real property pursuant to section 30-a of the public lands law.
  S  3.  The  J.N.  Adam  developmental  center,  situate in the town of
Perrysburg and county of Cattaraugus, is composed of  approximately  649

AN ACT to direct the commissioner of general services  and  the  commis-
  sioner  of  the  office  for people with developmental disabilities to
  study and report on the most appropriate uses of the J.N. Adam  devel-
  opmental center

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The commissioner of general services and  the  commissioner
of  the  office for people with developmental disabilities shall jointly
examine, evaluate, and make a report  concerning  the  most  appropriate
uses  of  the  J.N.  Adam  developmental  center (the center), generally
described in section two of this act. The  commissioners  shall  prepare
such  report in conjunction with, and shall consider and include in such
report the recommendations of, the empire state development corporation,
the office of parks, recreation and historic preservation,  the  depart-
ment  of  environmental  conservation, the mayor of the city of Buffalo,
the city council of the city of Buffalo, the supervisor of the  town  of
Perrysburg,  and  the  town board of the town of Perrysburg. Such report
shall include, but not be limited  to,  an  examination  of:  any  legal
impediments to any conveyance and other future uses of the real property
constituting  the  center; the availability of funding for the temporary
maintenance of the facilities of such center; any improvements  to  such
