AN ACT to amend the general municipal law, in relation to provisions  to
  be included in the certificate of incorporation or by-laws of district
  management  associations which own real property subject to a district
  charge

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  980-m of the general municipal law is amended by
adding a new subdivision e to read as follows:
  (E) THE CERTIFICATE OF INCORPORATION OR BY-LAWS  OF  SUCH  ASSOCIATION
SHALL  PROVIDE  THAT  THE OWNERS OF REAL PROPERTY THAT IS SUBJECT TO THE
DISTRICT CHARGE, AS DEFINED BY SUBDIVISION C  OF  SECTION  NINE  HUNDRED
EIGHTY OF THIS ARTICLE, SHALL BE ENTITLED TO PRIOR NOTICE OF MEETINGS OF
THE  BOARD OF DIRECTORS, COPIES OF THE AGENDAS AND MINUTES OF SUCH MEET-
INGS, AND SHALL HAVE THE RIGHT TO ATTEND DISTRICT MANAGEMENT ASSOCIATION
BOARD MEETINGS, EXCEPT WHEN THE BOARD MEETS IN EXECUTIVE SESSION.
  S 2. This act shall take effect on the first of November next succeed-
ing the date on which it shall have become a law.

AN  ACT  to  amend  the  general municipal law, in relation to providing
  district management association members with written notice  of  meet-
  ings

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 980-m of the general municipal law  is  amended  by
adding a new subdivision (e) to read as follows:
  (E)  THE  DISTRICT MANAGEMENT ASSOCIATION SHALL GIVE WRITTEN NOTICE OF
MEETINGS TO ALL MEMBERS OF SUCH  ASSOCIATION  PURSUANT  TO  SECTION  SIX
HUNDRED  FIVE  OF THE NOT-FOR-PROFIT CORPORATION LAW NOTWITHSTANDING THE
ELIGIBILITY OF MEMBERS OF THE DISTRICT MANAGEMENT ASSOCIATION  TO  VOTE.
THE  DISTRICT MANAGEMENT ASSOCIATION SHALL ALSO MAKE AVAILABLE, UPON THE
REQUEST OF A MEMBER, MINUTES OF SUCH MEETINGS.
  S 2. This act shall take effect on the first of November next succeed-
ing the date on which it shall have become a law.
