AN  ACT  to  amend  the  public  authorities law, in relation to certain
  reports of the New York state energy and research development authori-
  ty

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  1867 of the public authorities law is amended by
adding a new subdivision 7 to read as follows:
  7. (A) FOR THE PURPOSE OF FURNISHING THE STATE WITH SYSTEMATIC  INFOR-
MATION  REGARDING  THE  STATUS  AND THE ACTIVITIES OF THE AUTHORITY, THE
AUTHORITY SHALL SUBMIT TO  THE  GOVERNOR,  THE  MEMBERS  OF  THE  PUBLIC
SERVICE  COMMISSION,  THE TEMPORARY PRESIDENT OF THE SENATE, THE SPEAKER
OF THE ASSEMBLY, THE CHAIR OF THE SENATE ENERGY  AND  TELECOMMUNICATIONS
COMMITTEE,  THE CHAIR OF THE ASSEMBLY ENERGY COMMITTEE, THE CHAIR OF THE
SENATE FINANCE COMMITTEE, THE CHAIR  OF  THE  ASSEMBLY  WAYS  AND  MEANS
COMMITTEE, THE RANKING MINORITY MEMBER OF THE SENATE ENERGY AND TELECOM-
MUNICATIONS COMMITTEE, THE RANKING MINORITY MEMBER OF THE ASSEMBLY ENER-
GY  COMMITTEE, THE RANKING MINORITY MEMBER OF THE SENATE FINANCE COMMIT-
TEE, AND THE RANKING MINORITY MEMBER OF  THE  ASSEMBLY  WAYS  AND  MEANS
COMMITTEE  NO  LATER  THAN  FEBRUARY FIRST AND SEPTEMBER THIRTY-FIRST OF
EVERY CALENDAR YEAR, A COMPLETE AND DETAILED SEMI-ANNUAL REPORT  SETTING
FORTH THE INFORMATION DESCRIBED IN PARAGRAPH (B) OF THIS SUBDIVISION.
  (B)  THE SEMI-ANNUAL REPORT REQUIRED PURSUANT TO PARAGRAPH (A) OF THIS
SUBDIVISION SHALL RELATE  TO  THE  REGIONAL  GREENHOUSE  GAS  INITIATIVE
PROGRAM,  INCLUDING PROCEEDS COLLECTED BY THE AUTHORITY FROM THE AUCTION
OR SALE OF EMISSION ALLOWANCES ALLOCATED BY THE DEPARTMENT  OF  ENVIRON-
MENTAL  CONSERVATION TO THE AUTHORITY PURSUANT TO REGULATIONS ADOPTED BY
THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION, AND  ANY  PROGRAMS  ESTAB-
LISHED  BY  ORDER OF THE PUBLIC SERVICE COMMISSION THAT ARE ADMINISTERED
