BILL NUMBER:S4386 TITLE OF BILL: An act to amend the public authorities law, in relation to establishing the school energy efficiency collaborative act of 2015 PURPOSE: This legislation will create a mechanism by which schools looking to install energy efficiency technologies can do one stop shopping to acquire the technical, financial and regulatory processes that will help with the efficient implementation of public school energy projects across New York State. SUMMARY OF PROVISION: Section 1 - Short title, the "School Energy Efficiency Collaborative Act of 2015" Section 2 - The Public Authorities' Law is amended by adding a new section 1882 to read as follows: "To ensure an efficient collaborative school energy program, the New York State Energy Research and Development Authority shall work in partnership with the New York Power Authority, the Long Island Power Authority, the State Education Department, the New York Association of School Business Officials, the New York State School Boards Association, energy service companies, utility programs and other school administrators."

RANZENHOFER -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommu- nications AN ACT to amend the public authorities law, in relation to establishing the school energy efficiency collaborative act of 2015 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Short title. This act shall be known and may be cited as the "school energy efficiency collaborative act of 2015". S 2. The public authorities law is amended by adding a new section 1882 to read as follows: S 1882. SCHOOL ENERGY EFFICIENCY COLLABORATION PROGRAM. 1. THE PURPOSE OF THE SCHOOL ENERGY COLLABORATIVE PROGRAM SHALL BE TO REDUCE REDUNDAN- CIES, RAISE AWARENESS AND PROMOTE THE EFFICIENT IMPLEMENTATION OF PUBLIC SCHOOL ENERGY PROJECTS ACROSS NEW YORK STATE. 2. IN DEVELOPING THIS MULTIDISCIPLINARY COLLABORATIVE PROGRAM, THE AUTHORITY SHALL WORK IN PARTNERSHIP WITH THE NEW YORK POWER AUTHORITY, THE LONG ISLAND POWER AUTHORITY, THE STATE EDUCATION DEPARTMENT, THE NEW YORK ASSOCIATION OF SCHOOL BUSINESS OFFICIALS, THE NEW YORK STATE SCHOOL BOARDS ASSOCIATION, ENERGY SERVICE COMPANIES, UTILITY PROGRAMS AND OTHER SCHOOL ADMINISTRATORS. 3. THE AUTHORITY SHALL SERVE AS THE LEAD AGENCY IN DEVELOPING A COLLA- BORATIVE PROGRAM BY NOVEMBER FIRST, TWO THOUSAND SIXTEEN AND SHALL SERVE AS THE LEAD CONTACT FOR ALL PUBLIC SCHOOLS INTERESTED IN PURSUING ENERGY EFFICIENCY PROJECTS. 4.
