BILL NUMBER:S5547 TITLE OF BILL: An act to amend the town law, in relation to designating a board of registration for special town elections PURPOSE: To ease the financial burden on towns that offer personal registration of voters in special elections by allowing one or more board/s of regis- tration to be convened for the entire town. This solution offers an alternative to current law, which mandates the designation of boards of registration for each of the town's individual polling sites. Each board of registration must have two to four members who are all required to be compensated. Thus, towns will stand to save thousands of dollars if designating one board of registration rather than many. This mandated expense can effectively make it prohibitive for towns to offer absentee ballots and multiple polling places. In order to avoid this mandate, many towns instead choose to not offer personal registra- tion, which in turn means absentee ballots are not offered - discourag- ing voter participation in special town elections. MARCHIONE -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the town law, in relation to designating a board of registration for special town elections THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 84 of the town law, as amended by chapter 248 of the laws of 1963, is amended to read as follows: 3. In such event, the town board shall select from the list of election inspectors previously designated for general election purposes, not less than two nor more than four persons to constitute a board of registration for each voting place designated by the town board, PROVIDED, HOWEVER, A TOWN BOARD MAY, BY RESOLUTION ADOPTED AT A REGULAR MEETING, DETERMINE THAT ONE OR MORE BOARDS OF REGISTRATION SHALL BE REASONABLY CAPABLE OF CARRYING OUT THE PERSONAL REGISTRATION REQUIRE- MENTS, AS PROVIDED IN THIS SECTION, FOR ALL VOTING PLACES DESIGNATED for such special town election. Each member of a board of registration shall be entitled to compensation at a rate to be fixed by the town board for time spent upon the duties of his office. S 2.
