AN ACT to authorize the city of New York, county of Bronx,  to  alienate
  certain parklands

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subject to the provisions of this act, the city of New York
is hereby authorized to alienate a section of the outer wall of building
J located on Mill Pond Park in the  county  of  Bronx  and  convey  such
section  of wall to the Bronx Children's Museum for the purpose of plac-
ing a sign with the museum's name on it.
  S 2. The authorization provided in section one of this  act  shall  be
effective  only upon the condition that the city of New York dedicate an
amount equal to or greater than the fair market value of the section  of
wall  being conveyed by this act, for an acquisition of additional park-
lands and/or for capital improvements to existing park and  recreational
facilities within the borough of the Bronx.
  S  3.  Should  the  section of the outer wall cease to be used for the
purpose described in section one of this act, such section of the  outer
wall  shall  revert  back to the city of New York, county of Bronx to be
used for park and recreational purposes.
  S 4. If the parkland that is subject to this act has received  funding
pursuant to the federal land and water conservation fund, the discontin-
uance  of  parkland  authorized  by the provisions of this act shall not
occur until the municipality has complied with the federal  requirements
pertaining  to  the  conversion  of  parklands, including satisfying the
secretary of the interior  that  the  discontinuance  will  include  all
conditions which the secretary of the interior deems necessary to assure
the  substitution  of  other  lands  equivalent in fair market value and
recreational usefulness to the lands being discontinued.
  S 5. This act shall take effect immediately.

AN ACT to authorize the commissioner of parks and recreation of the city
  of  New  York  to enter into an agreement for the operation of a chil-
  dren's program known as the Bronx Children's Museum in a portion of  a
  building located in Mill Pond Park in the borough of the Bronx

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subject to the provisions of this act, the commissioner  of
parks  and  recreation  of  the city of New York is hereby authorized to
enter into an agreement  with  the  Kids'  Powerhouse  Discovery  Center
Limited  Liability  Corporation  for  the maintenance and operation of a
children's program known as the Bronx Children's Museum  on  the  second
floor of building J, as such building is presently constructed and situ-
ated,  in  Mill  Pond Park in the borough of the Bronx. The terms of the
agreement may allow the placement of signs identifying the museum.
  S 2. The authorization provided in section one of this  act  shall  be
effective  only upon the condition that the city of New York dedicate an
amount equal to or greater than the fair market value of any portion  of
parkland  which  may be authorized to be used by this act for a non-park
purpose for an acquisition of additional parklands  and/or  for  capital
improvements  to  existing  park  and recreational facilities within the
borough of the Bronx.
  S 3. The portion of parkland authorized to be used for the Bronx Chil-
dren's Museum pursuant to section one of this act consists of the second
floor comprised of approximately 12,500 square feet of Building J  situ-
ated in Mill Pond Park in the borough of the Bronx.
