AN ACT to amend chapter 510 of the laws of 2013, authorizing the city of
  Middletown to enter into a contract to sell or  pledge  as  collateral
  for  a loan some or all of the delinquent liens held by such city to a
  private party or engage a private party to collect some or all of  the
  delinquent  tax  liens  held  by  it, in relation to the effectiveness
  thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section 3 of chapter 510 of the laws of 2013, authorizing
the city of Middletown to enter into a contract to  sell  or  pledge  as
collateral  for  a loan some or all of the delinquent liens held by such
city to a private party or engage a private party to collect some or all
of the delinquent tax liens held by it, as amended by chapter 503 of the
laws of 2015, is amended to read as follows:
  S 3. This act shall take effect immediately AND SHALL  EXPIRE  AND  BE
DEEMED REPEALED ON AND AFTER DECEMBER 31, 2017.
  S 2. This act shall take effect immediately.

laws  of 2015, amending chapter 510 of the laws of 2013, authorizing the
city of Middletown to enter into a contract to sell or pledge as collat-
eral for a loan some or all of the delinquent liens held by such city to
a private party or engage a private party to collect some or all of  the
delinquent  tax  liens  held  by  it,  as  proposed in legislative bills
numbers S.5397 and A.7705, is amended to read as follows:
  S 3. This act shall take effect immediately AND SHALL  EXPIRE  AND  BE
DEEMED REPEALED ON AND AFTER DECEMBER 31, 2017.
  S  2.  This  act  shall  take  effect on the same date and in the same
manner as a chapter of the laws of 2015, amending  chapter  510  of  the
laws of 2013 authorizing the city of Middletown to enter into a contract
to sell or pledge as collateral for a loan some or all of the delinquent
liens  held by such city to a private party or engage a private party to
collect some or all of the delinquent tax liens held by it, as  proposed
in legislative bills numbers S.5397 and A.7705, takes effect.
