BILL NUMBER: S3941 TITLE OF BILL : An act to amend the public health law, in relation to granting schools access to a student's blood lead test results in the statewide immunization information system PURPOSE : This bill would authorize schools to access children's blood lead test results in the statewide immunization information system. SUMMARY OF SPECIFIC PROVISIONS : Section 1 of this bill would amend the Public Health Law (PHL) § 2168 (8-d). Section 2 of this bill provides for an immediate effective date. JUSTIFICATION : According to researchers, elevated blood lead levels often manifest in cognitive and behavioral symptoms that, without access to the proper data, can be wrongfully attributed to a variety of other factors or ailments. Currently, schools located outside of New York City lack access to portions of the blood lead analyses test portion of the New York State Immunization Information System (NYSIIS). Without access to

Subparagraph (i) of paragraph (d) of subdivision 8 of section 2168 of the public health law, as amended by chapter 154 of the laws of 2013, is amended to read as follows: (i) schools for THE PURPOSE OF verifying immunization status for eligibility for admission AND FOR THE PURPOSE OF IDENTIFYING INDIVIDUAL STUDENT BLOOD LEAD INFORMATION FOR THE PROVISION OF APPROPRIATE EDUCA- TIONAL SERVICES; § 2.
