BILL NUMBER: S4289 TITLE OF BILL : An act making an appropriation to the Finger Lakes Racetrack and the New York state thoroughbred breeding and development fund PURPOSE : To ensure that the Finger Lakes Racetrack and the New York State Thoroughbred Breeding and Development fund are made whole and protected from anticipated reductions in VLT revenue as a result of competition from a nearby casino. SUMMARY OF PROVISIONS : Section 1- Appropriates $3 million-$2,625,000 to Finger Lakes Racetrack and $375,000 to the New York State Thoroughbred Breeding and Development fund. FUNKE, MARCHIONE -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT making an appropriation to the Finger Lakes Racetrack and the New York state thoroughbred breeding and development fund THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of three million dollars ($3,000,000), or so much thereof as may be necessary, is hereby appropriated out of any moneys in the state treasury in the general fund to the credit of the state purposes account not otherwise appropriated as follows: two million six hundred twenty-five thousand dollars ($2,625,000) shall be made avail- able to the Finger Lakes Racetrack, a business corporation authorized to conduct racing at a thoroughbred track located in Ontario County and licensed pursuant to section 201 of the racing, pari-mutuel wagering and breeding law to be used exclusively for purses; and three hundred seven- ty-five thousand dollars ($375,000) shall be made available to the New York state thoroughbred breeding and development fund established by section 252 of the racing, pari-mutuel wagering and breeding law, to ensure that purse support funding and funding for the New York State Thoroughbred Breeding and Development Fund provided by video lottery gaming are maintained at 2013 levels for certain licensed racetracks in the Eastern Southern Tier Region (Region 5). Such moneys shall be paya- ble on the audit and warrant of the comptroller on vouchers certified or approved by the New York State gaming commissioner in the manner prescribed by law. § 2.
