BILL NUMBER: S1099 TITLE OF BILL : An act to require the education department, in consultation with the department of labor and any other entity the education department deems appropriate, to produce an annual report regarding state workforce projections and education credential production; and providing for the repeal of such provisions upon expiration thereof PURPOSE OR GENERAL IDEA OF BILL : This bill requires the education department to produce an annual report regarding the projections of the state workforce (how many jobs lost/gained parsed by industry) compared to which degrees residents of New York State are attaining, and where, if any, notable gaps are in, what employers are in search of, and what potential employees are credentialed in. SUMMARY OF SPECIFIC PROVISIONS : Section 1 depicts what the annual report produced by state agencies, the education department, the department of labor, and the department of regulatory agency should outline including the state's anticipated workforce needs, the state's anticipated number of degrees, identifying workforce needs, and identifying institutions. Section 2 states where the report need be circulated.

RIVERA -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to require the education department, in consultation with the department of labor and any other entity the education department deems appropriate, to produce an annual report regarding state work- force projections and education credential production; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. To the extent practicable within available resources and subject to the availability of data currently collected by and accessi- ble to state agencies, the education department, in consultation with the department of labor and any other entity the education department deems appropriate, shall produce an annual report regarding state work- force need projections and credential production. The report shall: a. indicate the state's anticipated workforce needs for the three-year period following the report and the number of degrees, certificates, and other credentials that public and private institutions of higher educa- tion, private occupational schools, local community colleges and area vocational schools expect to issue over the three-year period following the report; b. to the extent provided by sources external to the education depart- ment, indicate the state's anticipated number of degrees, certificates and other credentials that high school vocational programs, apprentice- ship programs and other public or private workforce training programs expect to issue over the three-year period following the report; c. identify any workforce needs, including areas of specialization and levels of experience within a particular vocation, that may not be met by the education, training, and apprenticeship programs; d. identify institutions that currently provide career and technical education, including any primary or secondary programs that issue certi- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.

The report shall: a. indicate the state's anticipated workforce needs for the next four years and the number of degrees, certificates, and other credentials that institutions of higher education and vocational schools expect to issue over the next four years; b. indicate the state's anticipated number of degrees, certificates and other credentials that high school vocational programs, apprentice- ship programs and other workforce training programs expect to issue over the next four years; c. identify any workforce needs, including areas of specialization and levels of experience within a particular vocation, that may not be met by current education, training, and apprenticeship programs; d. determine whether additional career and technical education programs are needed to help fill identified workforce needs; e. identify institutions that can meet the workforce needs through expansion of existing programs or by developing new programs; and EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
