BILL NUMBER: S3165 TITLE OF BILL : An act to amend the general municipal law and the executive law, in relation to requiring police officers to be retrained in cardiopulmonary resuscitation every two years PURPOSE : To require all police officers, including state police officers, be routinely trained in the administration of CPR SUMMARY OF PROVISIONS : This bill adds a new section 208-h to the general municipal law and a new section 233 of the executive law to require that every police officer, including state police officers, receive CPR training every two years and demonstrate proficiency in the technique. The amendment to this bill is technical in nature and changes only the section of law amended from section 232 to section 233 of the executive law. JUSTIFICATION : In response to the tragic death of Briana Ojeda in 2010 who died of an asthma attack when the attending police officer was unable to perform CPR, it is imperative that all police officers are adequately trained in the administration of cardiopulmonary resuscitation (CPR. Short title. This act shall be known and may be cited as "Briana's Law". § 2. The general municipal law is amended by adding a new section 208-h to read as follows: § 208-H. BIENNIAL POLICE OFFICER CARDIOPULMONARY RESUSCITATION RETRAINING. EVERY POLICE OFFICER IN A CITY, COUNTY, TOWN OR VILLAGE SHALL, EVERY TWO YEARS BE: 1. RETRAINED IN CARDIOPULMONARY RESUSCITATION AS DEFINED BY SUBDIVI- SION SIX OF SECTION SIX HUNDRED TWENTY-ONE OF THE GENERAL BUSINESS LAW; AND 2. REQUIRED TO DEMONSTRATE THE SATISFACTORY COMPLETION OF TRAINING IN CARDIOPULMONARY RESUSCITATION. § 3. The executive law is amended by adding a new section 233 to read as follows: § 233. BIENNIAL STATE POLICE OFFICER CARDIOPULMONARY RESUSCITATION RETRAINING. EVERY STATE POLICE OFFICER SHALL, EVERY TWO YEARS BE: 1. BILL NUMBER: S3165A TITLE OF BILL : An act to amend the executive law and the administrative code of the city of New York, in relation to requiring members of the division of state police and police officers of the police department of the city of New York to be trained and retrained in cardiopulmonary resuscitation PURPOSE : To require all members of the State Police and NYPD police officers be routinely trained in the administration of CPR SUMMARY OF PROVISIONS : This bill adds a new section 214-e to the executive law and a new subdivision b of section 1465 of the Administrative Code of the city of New York. These new sections require that every police officer, member of the State Police, including police officer trainees and state police cadets, receive CPR training prior to employment as well as during employment every two years and requires that individuals demonstrate proficiency in the technique. BILL NUMBER: S3165B TITLE OF BILL : An act to amend the executive law and the general municipal law, in relation to requiring certain police officers to be re-trained in cardiopulmonary resuscitation every two years PURPOSE : To require all members of the State Police and NYPD police officers be routinely trained in the administration of CPR SUMMARY OF PROVISIONS : This bill adds a new section 214-e to the executive law and a new subdivision b of section 208-h of the General Municipal Law. These new sections require that every police officer, member of the State Police, including police officer trainees and state police cadets, receive CPR training prior to employment as well as during employment every two years where practicable but no later than 4 years and requires that individuals demonstrate proficiency in the technique. A report to legislature is required by May 1St 2018 and every year later detailing number of officers trained and retrained. JUSTIFICATION :
