 AN ACT to amend the economic development law, in relation to creating  a
   comprehensive  website  of small business and minority and women-owned
   business enterprise assistance
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  economic  development law is amended by adding a new
 section 103-a to read as follows:
   § 103-A. COMPREHENSIVE WEBSITE OF  SMALL  BUSINESS  AND  MINORITY  AND
 WOMEN-OWNED  BUSINESS  ENTERPRISE  ASSISTANCE.  1.  THE DEPARTMENT SHALL
 REVIEW ALL EXISTING MINORITY AND WOMEN-OWNED SMALL  BUSINESS  ENTERPRISE
 WEBSITES,  REGISTRIES AND/OR DIRECTORIES THAT ARE MANAGED BY THE DEPART-
 MENT CURRENTLY OFFERING INFORMATION AND ASSISTANCE TO  SMALL  BUSINESSES
 AND  MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISES AND SHALL CONSOLIDATE
 SUCH  WEBSITES,  REGISTRIES  AND  DIRECTORIES  INTO  ONE   COMPREHENSIVE
 WEBSITE. SUCH COMPREHENSIVE WEBSITE SHALL BE A ONE-STOP SOURCE OF INFOR-
 MATION  AND  ASSISTANCE TO SMALL BUSINESSES AND MINORITY AND WOMEN-OWNED
 BUSINESS ENTERPRISES. THE  DEPARTMENT  SHALL  MAINTAIN  THE  FORMAT  AND
 CONTENT OF THE COMPREHENSIVE WEBSITE AND SHALL UPDATE SUCH COMPREHENSIVE
 WEBSITE AS OFTEN AS FEASIBLE.
   2. THE COMPREHENSIVE WEBSITE SHALL INCLUDE, BUT NOT BE LIMITED TO:
   (A)  INFORMATION ON ALL STATE, FEDERAL, PRIVATE AND NON-PROFIT TECHNI-
 CAL AND FINANCIAL PROGRAMS AVAILABLE TO MINORITY AND  WOMEN-OWNED  BUSI-
 NESS  ENTERPRISES  AND  SMALL  BUSINESSES.    SUCH  INFORMATION SHALL BE
 SEARCHABLE BY: (I) PROGRAM NAME; (II) TYPE  OF  FINANCIAL  OR  TECHNICAL
 ASSISTANCE;  AND (III) WHETHER ASSISTANCE IS OFFERED TO SMALL BUSINESSES
 OR MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISES.  EACH  PROGRAM  LISTED
 SHALL  CONTAIN  IDENTIFYING INFORMATION INCLUDING A PROGRAM DESCRIPTION,
 THE TYPE OF ASSISTANCE OFFERED, INSTRUCTIONS  FOR  APPLICATION  TO  SUCH
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

 AN ACT to amend the economic development law, in relation  to  requiring
   the commissioner of economic development to publicize certain informa-
   tion  related  to programs for small business enterprises and minority
   and women-owned business enterprises
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision 47 of section 100 of the economic development
 law, as added by chapter 614 of the laws of 1982 and  as  renumbered  by
 chapter 427 of the laws of 2008, is amended to read as follows:
   47.  TO, WITH FUNDS APPROPRIATED FOR THIS PURPOSE, POST ON THE DEPART-
 MENT'S  WEBSITE INFORMATION RELATED TO NEW YORK STATE PROGRAMS PROVIDING
 ASSISTANCE TO SMALL BUSINESSES  OR  MINORITY  AND  WOMEN-OWNED  BUSINESS
 ENTERPRISES.  THE COMMISSIONER SHALL DETERMINE WHICH PROGRAMS TO FEATURE
 ON THE DEPARTMENT'S WEBSITE, IN CONSULTATION WITH THE URBAN  DEVELOPMENT
 CORPORATION,  WHICH MAY INCLUDE, BUT NOT BE LIMITED TO, PROGRAMS OFFERED
 BY STATE AND FEDERAL AGENCIES OR OTHER ENTITIES,  TO  PROVIDE  FINANCIAL
 AND  TECHNICAL  ASSISTANCE  TO  MINORITY AND WOMEN-OWNED BUSINESS ENTER-
 PRISES AND SMALL BUSINESSES, PROVIDED THAT  THE  WEBSITE  SHALL  PROVIDE
 INFORMATION  ON ANY DEPARTMENT OR URBAN DEVELOPMENT CORPORATION PROGRAMS
 RELATING TO OBTAINING BONDING OR BRIDGE LOANS.   POSTED INFORMATION  MAY
 INCLUDE,  BUT  NOT NECESSARILY BE LIMITED TO, A PROGRAM DESCRIPTION, THE
 TYPE OF ASSISTANCE OFFERED, APPLICATION INFORMATION, AND CONTACT  INFOR-
 MATION  OR  WEBSITE ADDRESS FOR THE ENTITY OFFERING SUCH ASSISTANCE. THE
 DEPARTMENT SHALL POST THE INFORMATION DESCRIBED HEREIN SO  AS  TO  ALLOW
 INDIVIDUALS  TO:  (A) SEARCH FOR FEATURED MINORITY AND WOMEN-OWNED BUSI-
 NESS ENTERPRISES AND SMALL BUSINESSES ASSISTANCE  PROGRAMS  PURSUANT  TO
