Relates to the definition of prevailing market price and to preferred source subcontracts; authorizes a preferred source to subcontract an incidental portion of a contract to a vendor that is or is not a preferred source, provided that such subcontract does not diminish bona fide employment opportunities for persons who could otherwise be new clients of an entity previously accorded preferred source status.

BILL NUMBER: S5096 TITLE OF BILL : An act to amend the state finance law, in relation to preferred sources for state contracts for goods and services PURPOSE : Clarifies provisions providing for the contracting for commodities and services by the state, political services by the state, political subdivisions and public benefit corporations from certain preferred sources. SUMMARY OF SPECIFIC PROVISIONS : This legislation allows for more clarity in the Preferred Source law by providing definitions for terms widely used but undefined within the statute. The legislation also provides specifics to both oversights and the preferred source providers as to what is required for the price approval process. Lastly, it moves the value of contracts that require price approval to $200,000 annually.
