BILL NUMBER: S5534 TITLE OF BILL : An act to amend the mental hygiene law, in relation to establishing the autism and African American, Latino and Asian children's advisory council PURPOSE OR GENERAL IDEA OF THE BILL : To create the autism and African American, Latino and Asian children's advisory council SUMMARY OF SPECIFIC PROVISIONS : Section 1: States the mental hygiene will be amended to add the autism and African American, Latino and Asian children's advisory council. Section 1a: States the governmental officials that will choose the seventeen members of the autism and African American, Latino and Asian children's advisory council Section 1b (1): States the duties of members of council shall include but not be limited to coordinating resources and services to agencies that help service African American, Latino and Asian children with autism.

HAMILTON -- read twice and ordered printed, and when printed to be committed to the Committee on Mental Health and Develop- mental Disabilities AN ACT to amend the mental hygiene law, in relation to establishing the autism and African American, Latino and Asian children's advisory council THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The mental hygiene law is amended by adding a new section 16.39 to read as follows: § 16.39 AUTISM AND AFRICAN AMERICAN, LATINO AND ASIAN CHILDREN'S ADVI- SORY COUNCIL. (A) THERE SHALL BE ESTABLISHED WITHIN THE OFFICE OF MENTAL HEALTH, A COUNCIL ON AUTISM AND AFRICAN AMERICAN, LATINO AND ASIAN CHILDREN TO CONSIST OF SEVENTEEN MEMBERS: EIGHT MEMBERS SHALL BE APPOINTED BY THE GOVERNOR WITH CONSULTATION BY THE OFFICE OF MENTAL HEALTH; THREE MEMBERS SHALL BE APPOINTED BY THE SPEAKER OF THE ASSEMBLY; ONE MEMBER SHALL BE APPOINTED BY THE MINORITY LEADER OF THE ASSEMBLY; TWO MEMBERS SHALL BE APPOINTED BY THE TEMPORARY PRESIDENT OF THE SENATE; TWO MEMBERS SHALL BE APPOINTED BY THE INDEPENDENT DEMOCRATIC CONFERENCE LEADER OF THE SENATE; AND ONE MEMBER SHALL BE APPOINTED BY THE MINORITY LEADER OF THE SENATE. THE COUNCIL MEMBERS SHALL REPRESENT THE DIVERSITY OF THE STATE AND FIFTY PERCENT OF APPOINTED MEMBERS SHALL BE OF EITHER AFRICAN AMERICAN, LATINO OR ASIAN DESCENT. (B) DUTIES OF THE COUNCIL SHALL INCLUDE, BUT NOT LIMITED TO: (1) FACILITATING THE COORDINATION OF SERVICES AND RESOURCES AMONG AGENCIES INVOLVED IN THE DELIVERY OF SERVICES TO AFRICAN AMERICAN, LATI- NO AND ASIAN CHILDREN WITH AUTISM SPECTRUM DISORDERS; (2) MONITORING THE IMPLEMENTATION OF ACTION PLANS DEVELOPED BY MENTAL HEALTH AGENCIES VIA THEIR FIVE YEAR ACTION PLANS AND YEARLY FUNDING PRIORITIES TO ENSURE THAT AFRICAN AMERICAN, LATINO AND ASIAN CHILDREN EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.

BILL NUMBER: S5534A TITLE OF BILL : An act to amend the mental hygiene law, in relation to directing the autism spectrum disorders advisory board to identify strategies and methods to improve outreach to minority group members PURPOSE OR GENERAL IDEA OF THE BILL : To have the Autism advisory board make recommendations improve outreach and identify strategies for minority group members including African American, Latino and Asian Children the autism and African American, Latino and Asian children's advisory council SUMMARY OF SPECIFIC PROVISIONS : Section 1.4: Directs Autism advisory board to identify strategies and methods of improving outreach and coordination of services associated with autism spectrum disorders for minority group members including African American, Latino and Asian Children Section 2: States this bill shall take effect sixtieth day after it shall have become a law. HAMILTON -- read twice and ordered printed, and when printed to be committed to the Committee on Mental Health and Develop- mental Disabilities -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the mental hygiene law, in relation to directing the autism spectrum disorders advisory board to identify strategies and methods to improve outreach to minority group members THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision (c) of section 13.42 of the mental hygiene law, as added by chapter 469 of the laws of 2016, is amended to read as follows: (c) The board shall have the following tasks and duties: (1) Study and review the effectiveness of supports and services currently being provided to people diagnosed with autism spectrum disor- ders; (2) Identify legislative and regulatory activity which may be required to improve existing service systems that support people diagnosed with autism spectrum disorders; (3) Identify methods of improving interagency coordination of services and maximize the impact and effectiveness of services and agency func- tions; [and] (4) IDENTIFY STRATEGIES AND METHODS OF IMPROVING OUTREACH AND COORDI- NATION OF SERVICES ASSOCIATED WITH AUTISM SPECTRUM DISORDERS FOR MINORI- TY GROUP MEMBERS INCLUDING, BUT NOT LIMITED TO, AFRICAN AMERICAN, LATINO AND ASIAN CHILDREN; AND (5) Such other matters as may be deemed appropriate by the members of the board. At the discretion of the chair, the board may consult with stakehold- ers for the purpose of carrying out its tasks and duties in accordance with this subdivision. § 2. This act shall take effect on the sixtieth day after it shall have become a law.
