BILL NUMBER: S5890 TITLE OF BILL : An act to amend chapter 440 of the laws of 2012 amending the insurance law relating to a health savings account pilot program, in relation to extending the provisions thereof PURPOSE : The purpose of this bill is to continue to allow HMOs to offer to certain municipalities a group high deductible health plan in conjunction with a health savings account. SUMMARY OF PROVISIONS : This bill extends a provision of the insurance law which allows HMOs to offer to certain municipalities a group high deductible health plan in conjunction with a health reimbursement account or a health savings account, provided that the plan is offered pursuant to an existing collective bargaining agreement between the municipalities and its employees and that the municipality pays the deductible on behalf of its employees. The provisions of this bill would sunset on December 31, 2020. EXISTING LAW : JUSTIFICATION :

Section 2 of chapter 440 of the laws of 2012 amending the insurance law relating to a health savings account pilot program, as amended by chapter 463 of the laws of 2015, is amended to read as follows: § 2. This act shall take effect immediately and shall expire December 31, [2017] 2020 when upon such date the provisions of this act shall be deemed repealed. § 2. This act shall take effect immediately.
