BILL NUMBER: S5902 TITLE OF BILL : An act to amend part T of chapter 57 of the laws of 2017, constituting the clean water infrastructure act of 2017, in relation to the effectiveness thereof PURPOSE : This bill would amend the Clean Water Infrastructure Act of 2017 to provide for emergency financial assistance to be available immediately. SUMMARY OF PROVISIONS : Section 1 amends Section 14 of Part T of Chapter 57 of the Laws of 2017 (the Clean Water Infrastructure Act of 2017) to provide for emergency financial assistance to be available immediately. Section 2 provides for an immediate effective date. JUSTIFICATION : The Clean Water Infrastructure Act of 2017 that was recently passed as a part of the 2017-18 Enacted Budget provides for water infrastructure

HELMING -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend part T of chapter 57 of the laws of 2017, constituting the clean water infrastructure act of 2017, in relation to the effec- tiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 14 of part T of chapter 57 of the laws of 2017, constituting the clean water infrastructure act of 2017, is amended to read as follows: § 14. This act shall take effect immediately; provided, however, that [emergency financial assistance will not be available under section 1285-t of the public authorities law established pursuant to section eight of this act until one hundred twenty days after this act shall take effect; and provided further that] the provisions of section nine of this act shall take effect on the one hundred eightieth day after it shall become a law. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11436-01-7
