BILL NUMBER: S7309 SPONSOR: ALCANTARA TITLE OF BILL: An act to amend the economic development law, in relation to the compo- sition of an advisory panel on employee-owned enterprises within the division of small business services; and to amend a chapter of the laws of 2017, amending the economic development law, relating to establishing an advisory panel on employee-owned enterprises within the division of small business services, as proposed in legislative bills numbers S. 5349-A and A. 8179, in relation to the expiration thereof PURPOSE: This is a chapter amendment that would make technical changes to certain provisions of L.2017, c. 435, to clarify the number of members on the advisory panel on employee-owned enterprises and the date by which the panel must issue its report. ALCANTARA -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the economic development law, in relation to the compo- sition of an advisory panel on employee-owned enterprises within the division of small business services; and to amend a chapter of the laws of 2017, amending the economic development law, relating to establishing an advisory panel on employee-owned enterprises within the division of small business services, as proposed in legislative bills numbers S. 5349-A and A. 8179, in relation to the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (a) of subdivision 3 and subdivision 5 of section 139 of the economic development law, as added by a chapter of the laws of 2017, amending the economic development law, relating to establishing an advisory panel on employee-owned enterprises within the division of small business services, as proposed in legislative bills numbers S. 5349-A and A. 8179, are amended to read as follows: (a) The advisory panel shall consist of [twelve] THIRTEEN members, including: (i) the commissioner, or his or her designee, who shall be designated as chair of the advisory panel; (ii) the commissioner of labor, or his or her designee; (iii) the commissioner of tax and finance, or his or her designee; and (iv) [nine] TEN members to be appointed as follows: [three] FOUR shall be appointed by the governor, two shall be appointed by the speaker of the assembly, two shall be appointed by the temporary president of the senate, one shall be appointed by the minority leader of the assembly, and one shall be appointed by the minority leader of the senate. Such appointed members shall represent entities and organizations with exper- tise related to employee-owned enterprises or business development, particularly those with an emphasis on small businesses, minority and women-owned businesses, and veteran-owned businesses, including, but not limited to: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
