TITLE OF BILL:  An act to amend the highway law, in relation to desig-
nating certain portions of the state highway system as the "FDNY Lt. and
NY Air National Guard Master Sgt.  Christopher Raguso Memorial Highway"

 
PURPOSE:

To dedicate a portion of Jericho Turnpike (State Route 25) in the towns
of Smithtown and Huntington to Christopher Raguso who died while serving
his country overseas.

 
SUMMARY OF PROVISIONS:

Section 1: Section 1 provides that a portion of Jericho Turnpike (State
Route 25) between Elwood Road and St. Johnland Road shall designated and
known as "FDNY Lt. and NY Air National Guard Master Sgt. Christopher
Raguso Memorial Highway".

Section 2: Section 2 provides that, in order to avoid confusion, the

portion of the state road dedicated to Christopher Raguso shall be cere-
monial in nature and not change the official name of the highway.

Section 3: Section 3 sets forth an effective date of 30 days after the
act shall become law.

 
JUSTIFICATION:

Master Sgt. Christopher Raguso, of Commack, New York, was a National
Guard airman and FDNY lieutenant who had dedicated his life to public
service. As a member of the New York Air National Guard's 106th Air
Rescue Wing in Westhampton Beach, he deployed six times overseas,
including tours to Iraq, Afghanistan, and Somalia. In addition, he took
several trips to Texas and the Caribbean to help victims reeling from
Hurricanes Harvey and Irma.

As a firefighter, Christopher Raguso joined the Commack Volunteer Fire
Department in 2000 and thereafter joined the FDNY in 2005. His illustri-
ous career as a firefighter mirrored his military career, including
being honored six times for bravery and lifesaving actions.  In 2016,
the FDNY promoted him to lieutenant.

Tragically, Master Sgt. Raguso, along with six fellow soldiers, were
killed on March 15, 2018 when their helicopter crashed along the Syrian
border. Master Sgt. Raguso was 39 years old. He leaves behind his wife,
Carmela, and two young daughters, Eva and Mila.

In honor of his bravery and sacrifice, the Commack Fire Department
posthumously promoted him to the rank of Chief.

For years, Christopher Raguso answered the call both home and abroad.
He always put others before himself and dedicated his life to ensure his
community and his country were safe. This legislation would honor his
legacy by renaming a portion of Jericho Turnpike (State Route 25) in his
name.

 AN ACT to amend the highway law,  in  relation  to  designating  certain
   portions  of  the  state  highway  system  as the "FDNY Lt. and NY Air
   National Guard Master Sgt.  Christopher Raguso Memorial Highway"

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The highway law is amended by adding a new section 344-h to
 read as follows:
   §  344-H.  PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE
 "FDNY LT. AND NY AIR NATIONAL GUARD MASTER SGT. CHRISTOPHER RAGUSO MEMO-
 RIAL HIGHWAY".  ALL THAT PORTION OF THE HIGHWAY SYSTEM CONSTITUTING  THE
 JERICHO  TURNPIKE, BEGINNING AT THE INTERCHANGE OF ELWOOD ROAD, CONTINU-
 ING IN A GENERALLY EASTERLY DIRECTION, AND TERMINATING AT  ST.  JOHNLAND
 ROAD, SHALL BE DESIGNATED AND KNOWN AS THE "FDNY LT. AND NY AIR NATIONAL
 GUARD MASTER SGT. CHRISTOPHER RAGUSO MEMORIAL HIGHWAY".
   §  2. The commissioner of transportation shall provide for the instal-
 lation and maintenance of adequate signing of the state  highway  system
 as  designated  pursuant  to  section one of this act. However, to avoid
 confusion and to limit any possible disruption of commerce,  the  desig-
 nation  called  for  pursuant to section one of this act shall be one of
 ceremonial nature and the official name of such  highway  shall  not  be
 changed as a result of this act.
   §  3.  This  act shall take effect on the thirtieth day after it shall
 have become a law.
