 Introduced  by Sen. HAMILTON -- read twice and ordered printed, and when
   printed to be committed to the Committee on Rules
 
 AN ACT to create a task force to review the affordable housing lotteries
   within the state; and providing for the repeal of such provisions upon
   expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. (a) There is hereby created within the division of housing
 and community renewal a  temporary  task  force  on  affordable  housing
 lotteries  which,  pursuant  to  the  provisions  of this section, shall
 review the affordable housing lotteries within New York state and deter-
 mine the lotteries' effectiveness and recommend how the lotteries  could
 be improved.
   (b)  The task force shall utilize information collected from organiza-
 tions, programs and agencies both in New York city  and  throughout  the
 state to make its recommendations.
   (c)(i) The members of the task force shall include the commissioner of
 the division of housing and community renewal or his or her designee; at
 least  two  representatives  of tenants who have used affordable housing
 lotteries within New York  state;  at  least  two  representatives  from
 affordable  housing lotteries within New York state; at least one expert
 on affordable housing  lotteries;  and  any  other  relevant  agency  or
 participant that is deemed appropriate. The commissioner of the division
 of  housing and community renewal or his or her designee shall be desig-
 nated as the chairperson of such task force and  shall  select  a  vice-
 chairperson and a secretary.
   (ii)  The  members of the task force shall receive no compensation for
 their services but shall be reimbursed for expenses actually and  neces-
 sarily incurred in the performance of their duties.
   (d)  No  later than one year after the effective date of this section,
 the task force shall provide a report to the temporary president of  the
 senate,  the minority leader of the senate, the speaker of the assembly,
 the minority leader of the assembly, the chair of  the  senate  housing,
 construction  and  community  development committee and the chair of the
