BILL NUMBER: S964 TITLE OF BILL : An act to amend the highway law, in relation to redesignating the "Army Captain Clayton Carpenter Memorial Highway" to be the "Major Clayton Carpenter Memorial Highway" PURPOSE : This bill would redesignate the "Army Captain Clayton Carpenter Memorial Highway" to the "Major Clayton Carpenter Memorial Highway" in order to reflect Army Captain Carpenter's posthumous promotion to Major. SUMMARY OF PROVISIONS : Section one amends section 344-e of the highway law to reflect Army Captain Clayton Carpenter's posthumous promotion to Major. Section two establishes the effective date. JUSTIFICATION : Army Captain Clayton Carpenter, 31, was tragically killed on January 15, 2014 during a training accident when the MH-60 Blackhawk he was

MURPHY -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the highway law, in relation to redesignating the "Army Captain Clayton Carpenter Memorial Highway" to be the "Major Clayton Carpenter Memorial Highway" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 344-e of the highway law, as added by chapter 383 of the laws of 2016, is amended to read as follows: § 344-e. Portion of the state highway system to be designated as the ["Army Captain] "MAJOR Clayton Carpenter Memorial Highway". All that portion of the state highway system constituting state route one hundred eighteen in the town of Yorktown, county of Westchester, beginning at the intersection of state route one hundred eighteen and Underhill Avenue, continuing in a generally northerly direction on state route one hundred eighteen, and terminating at the intersection of state route one hundred eighteen and state route two hundred two, shall be designated and known as the ["Army Captain] "MAJOR Clayton Carpenter Memorial High- way". § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD03726-01-7
