BILL NUMBER: S979 TITLE OF BILL : An act to amend a chapter of the laws of 2016, amending the general municipal law, the public authorities law, and the tax law, relating to certain recording taxes, in relation to the effectiveness thereof PURPOSE OR GENERAL IDEA OF BILL : To change the effective date of Chapter 394 of the Laws of 2016. SUMMARY OF SPECIFIC PROVISIONS : This bill would change the effective date of Chapter 394 of the Laws of 2016 from immediately to July 1, 2016. JUSTIFICATION : The immediate effective date of Chapter 394 of the Laws of 2016 may interfere with the completion of several pending projects and necessitate changes to contractual arrangements made by certain industrial development agencies. Changing the effective date to a point in the future will enable those agencies to ensure that future project agreements comply with the new restriction on exempting the portion of mortgage recording taxes that go to transportation

DeFRANCISCO -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend a chapter of the laws of 2016, amending the general municipal law, the public authorities law, and the tax law, relating to certain recording taxes, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6 of a chapter of the laws of 2016, amending the general municipal law, the public authorities law, and the tax law, relating to certain recording taxes, as proposed in legislative bills numbers A. 9490 and S. 7442 is amended to read as follows: § 6. This act shall take effect [immediately] JULY 1, 2017. § 2. This act shall take effect immediately and shall be deemed to have been in full force and effect on and after a chapter of the laws of 2016, amending the general municipal law, the public authorities law, and the tax law, relating to certain recording taxes, as proposed in legislative bills numbers A. 9490 and S. 7442, takes effect.
