 AN ACT to amend the vehicle and traffic law, in relation to enacting the
   "traffic ticket relief act"
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Short  title. This act shall be known and may be cited as
 the "traffic ticket relief act".
   § 2. Section 241 of the vehicle and traffic law is amended by adding a
 new subdivision 4 to read as follows:
   4. FOR ANY FINE IMPOSED ON A PERSON BY A HEARING EXAMINER PURSUANT  TO
 THIS SECTION, THE HEARING EXAMINER MAY REDUCE THE AMOUNT OF SUCH FINE AS
 A  RESULT  OF SUCH PERSON'S LACK OF ABILITY TO PAY. THE HEARING EXAMINER
 MAY REQUEST ANY DOCUMENTATION HE OR SHE BELIEVES NECESSARY TO MAKE  SUCH
 A  DETERMINATION.  THE  HEARING  EXAMINER  MAY ALSO AUTHORIZE THE PERSON
 FINED TO PAY SUCH FINE IN INSTALLMENTS TO BE DETERMINED BY  THE  HEARING
 EXAMINER.
   § 3. Section 227 of the vehicle and traffic law is amended by adding a
 new subdivision 7 to read as follows:
   7.  FOR  ANY FINE IMPOSED ON A PERSON BY A HEARING OFFICER PURSUANT TO
 THIS SECTION, THE HEARING OFFICER MAY REDUCE THE AMOUNT OF SUCH FINE  AS
 A  RESULT  OF  SUCH PERSON'S LACK OF ABILITY TO PAY. THE HEARING OFFICER
 MAY REQUEST ANY DOCUMENTATION HE OR SHE BELIEVES NECESSARY TO MAKE  SUCH
 A DETERMINATION. THE HEARING OFFICER MAY ALSO AUTHORIZE THE PERSON FINED
 TO  PAY  SUCH FINE IN INSTALLMENTS TO BE DETERMINED BY THE HEARING OFFI-
 CER.
   § 4. This act shall take effect on the sixtieth  day  after  it  shall
 have become a law.
