 Introduced  by Sen. KAMINSKY -- read twice and ordered printed, and when
   printed to be committed to the Committee on Rules
 
 AN ACT to amend the election law, in  relation  to  the  appointment  of
   college and university students as election inspectors
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 3-400 of the election law is amended  by  adding  a
 new subdivision 6-a to read as follows:
   6-A.  (A)  NOTWITHSTANDING  THE  PROVISIONS OF SUBDIVISION SIX OF THIS
 SECTION, ANY PERSON WHO IS A FULL-TIME COLLEGE OR UNIVERSITY STUDENT MAY
 BE CERTIFIED AND ACT AS AN ELECTION INSPECTOR OR POLL CLERK IN THE COUN-
 TY IN WHICH SUCH PERSON'S COLLEGE  OR  UNIVERSITY  IS  LOCATED,  OR,  IF
 LOCATED  WITHIN  THE CITY OF NEW YORK, THEN SUCH PERSON MAY BE SO CERTI-
 FIED IN ANY COUNTY THEREIN, PROVIDED HE OR SHE:
   (1) IS REGISTERED TO VOTE IN THIS STATE;
   (2) HOLDS NO ELECTIVE OFFICE;
   (3) IS NOT A CANDIDATE FOR ANY PUBLIC OFFICE TO BE VOTED  FOR  BY  THE
 VOTERS  OF  THE  DISTRICT IN WHICH HE OR SHE IS TO SERVE, AND IS NOT THE
 SPOUSE, PARENT OR CHILD OF SUCH A CANDIDATE; AND
   (4) IS ABLE TO SPEAK AND READ THE ENGLISH LANGUAGE AND WRITE IT  LEGI-
 BLY.
   (B)  FOR  THE PURPOSES OF THIS SUBDIVISION, THE TERM "FULL-TIME" SHALL
 MEAN ANY MATRICULATED STUDENT ENROLLED IN AT LEAST TWELVE  CREDIT  HOURS
 PER  SEMESTER AT A COLLEGE, AS DEFINED BY SUBDIVISION TWO OF SECTION SIX
 HUNDRED ONE OF THE EDUCATION LAW, LOCATED IN THIS STATE.
   § 2. This act shall take effect immediately.
