 AN ACT to direct the department of health and the department of environ-
   mental conservation to conduct  a  study  analyzing  linkages  between
   cancer  and  neurological  diseases and contaminated environments; and
   providing for the repeal of such provisions upon expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Public health study of linkages between cancer and neuro-
 logical diseases and environmental contamination. 1. The  department  of
 health,  in  cooperation  with the department of environmental conserva-
 tion, shall conduct a study of the potential linkages between cancer and
 neurological diseases including, but not limited to,  autism  and  amyo-
 trophic lateral sclerosis. Such study shall:
   a. review all available data related to instances of cancer and neuro-
 logical diseases;
   b.  review  all  available  data of instances of environmental contam-
 ination; and
   c. identify any linkages between such data identified in paragraphs  a
 and b of this subdivision.
   2.  The  department  of  health  and  the  department of environmental
 conservation shall then prepare a report to the governor and the  legis-
 lature  which  includes  an  analysis  of  the  findings of any linkages
 between cancer and neurological diseases and contaminated  environments.
 Such report shall be filed within one year of the effective date of this
 act, unless the commissioner of health requests in writing, an extension
 of time.
   3.  For  the  purposes  of this section, "environmental contamination"
 shall mean the introduction into water, air and/or soil  of  microorgan-
 isms,  chemicals,  toxic  substances, wastes or waste water in a concen-
