D'URSO -- read once and referred to the Committee on Environmental Conservation AN ACT to require the department of environmental conservation to report on coyote management techniques in urban and suburban areas THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of environmental conservation shall, no later than January 1, 2020, prepare a report to the legislature regard- ing coyote management techniques in urban and suburban areas of the state. Such report, which shall be based on the best available scientif- ic information, shall include: (i) management measures currently taken by the department to minimize conflict between humans and coyotes; (ii) review of effective management measures being taken in other states; (iii) methods to enhance public engagement in and awareness of coyote management issues; (iv) identification and evaluation of urban and suburban areas of the state with high concentrations of coyote populations; (v) methods currently implemented to minimize dangerous interactions between humans and coyotes and recommendations for improvements to such methods, if applicable; (vi) the basis for the department's current coyote population manage- ment levels; and (vii) an evaluation of coyote control methods that may be employed to reduce coyote populations, which may include, but need not be limited to capture and euthanization, capture and removal, and fertility control. § 2.
