 AN ACT to amend the executive law, the state finance law, and the public
   authorities  law,  in  relation to the reauthorization of the minority
   and women-owned business enterprise program, to  create  the  minority
   and  women-owned  business enterprise fund, and to establish the work-
   force diversity program; to amend chapter 261 of  the  laws  of  1988,
   amending the state finance law and other laws relating to the New York
   state infrastructure fund, in relation to the effectiveness of certain
   provisions thereof; and providing for the repeal of certain provisions
   upon expiration thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivisions 2, 7, 8, 13, 15, 16, 19,  20,  21  and  22  of
 section 310 of the executive law, subdivisions 2 and 8 as added by chap-
 ter 261 of the laws of 1988, subdivisions 7 and 15 as amended by chapter
 22  of the laws of 2014, subdivision 13 as amended by chapter 506 of the
 laws of 2009, subdivision 16 as amended by section 3 of part BB of chap-
 ter 59 of the laws of 2006, subdivisions 19, 20, 21 and 22 as  added  by
 chapter 175 of the laws of 2010, are amended and a new subdivision 24 is
 added to read as follows:
   2.  "Contracting  agency"  shall  mean  a state agency OR STATE-FUNDED
 ENTITY which is a party or a proposed party to a state contract  or,  in
 the  case  of a state contract described in paragraph (c) of subdivision
 thirteen of this section, shall mean the New York state housing  finance
 agency,  housing  trust  fund  corporation  or affordable housing corpo-
 ration, whichever has made or proposes to make the grant or loan for the
 state assisted housing project.
   7. "Minority-owned business enterprise" shall mean a  business  enter-
 prise,  including  a sole proprietorship, partnership, limited liability
 company or corporation that is:
