 Introduced  by  Sens. SEWARD, TEDISCO -- read twice and ordered printed,
   and when printed to be committed to the Committee on Education
 
 AN ACT directing the board of regents and the  state  education  depart-
   ment,  to  conduct  a  study  to  evaluate and make recommendations on
   mandating kindergarten in all school districts

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  board  of regents and the state education department
 shall conduct a study to evaluate and make recommendations on  mandating
 kindergarten in all school districts. Such study shall:
   a.  examine school districts currently offering kindergarten to deter-
 mine the costs of requiring kindergarten in all school districts;
   b. identify the potential effects kindergarten  has  on  the  learning
 abilities of children;
   c.  make  recommendations on the feasibility of mandating kindergarten
 in all school districts; and
   d. include any other information such board and such department  deems
 relevant.
   §  2.  No  later than 1 year after the effective date of this act, the
 board of regents and the state education department shall submit to  the
 governor  and  the  legislature a report on the results of the study, as
 described in section one of this act.
   § 3. The board of regents and the  state  education  department  shall
 evaluate such data with the assistance of experts in:
   a. child education;
   b. child development; and
   c. school district finance.
   § 4. This act shall take effect immediately.
