BILL NUMBER: S4888 SPONSOR: PARKER TITLE OF BILL: An act to amend the economic development law, in relation to the publication of information regarding awards of state contracts PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to publish and announce agencies that have entered into a contract SUMMARY OF SPECIFIC PROVISIONS: Section 1 would authorize the commissioner to publish and announce that an agency has entered into a contract in the procurement opportunities newsletter. Section 2 would authorize an agency that enters into a contract shall submit an announcement of the intended contract for inclusion in the procurement opportunities newsletter.

PARKER, SEPULVEDA -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Econom- ic Development and Small Business AN ACT to amend the economic development law, in relation to the publi- cation of information regarding awards of state contracts THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 142 of the economic development law is amended by adding a new subdivision 7 to read as follows: 7. UPON RECEIPT OF AN ANNOUNCEMENT THAT AN AGENCY HAS ENTERED INTO A CONTRACT, AS PROVIDED IN SUBDIVISION FIVE OF SECTION ONE HUNDRED FORTY- THREE OF THIS ARTICLE, THE COMMISSIONER SHALL PUBLISH SUCH ANNOUNCEMENT IN THE PROCUREMENT OPPORTUNITIES NEWSLETTER. THE ANNOUNCEMENT SHALL IDENTIFY THE CONTRACT, SPECIFY THE DATE OF THE AWARD OF THE CONTRACT AND PROVIDE THE NAME AND CONTACT INFORMATION FOR EACH RECIPIENT OF THE CONTRACT. § 2. Section 143 of the economic development law is amended by adding a new subdivision 5 to read as follows: 5. AT THE TIME AN AGENCY ENTERS INTO A CONTRACT, SUCH AGENCY SHALL SUBMIT AN ANNOUNCEMENT OF THE INTENDED CONTRACT FOR INCLUSION IN THE PROCUREMENT OPPORTUNITIES NEWSLETTER. SUCH ANNOUNCEMENT SHALL IDENTIFY THE CONTRACT, SPECIFY THE DATE OF THE AWARD OF THE CONTRACT AND PROVIDE THE NAME OF AND CONTACT INFORMATION FOR EACH RECIPIENT OF THE CONTRACT. § 3. This act shall take effect on the thirtieth day after it shall have become a law. Effective immediately the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made on or before such date.
