BILL NUMBER: S6554 SPONSOR: METZGER TITLE OF BILL: An act to amend the agriculture and markets law, in relation to the reuse of tires PURPOSE OR GENERAL IDEA OF BILL: This bill will allow for the Commissioner of Agriculture, along with the Commissioner of Environmental Conservation, to promulgate rules and regulations for the reuse of tires in agricultural production. SUMMARY OF PROVISIONS: Section 1: Amends Section 16 of Agriculture and Markets law by creating a new Subdivision 50. Section 2: Provides for the effective date. METZGER, MAY -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the agriculture and markets law, in relation to the reuse of tires THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 16 of the agriculture and markets law is amended by adding a new subdivision 50 to read as follows: 50. THE COMMISSIONER, IN CONSULTATION WITH THE COMMISSIONER OF ENVI- RONMENTAL CONSERVATION, SHALL PROMULGATE RULES AND REGULATIONS ALLOWING THE REUSE OF TIRES IN AGRICULTURAL PRODUCTION INCLUDING, BUT NOT LIMITED TO, FOR THE PROTECTION OF ANIMAL FEEDS IN A MANNER THAT PROTECTS FARM- ERS, WORKERS AND ANIMAL HEALTH AND ADDRESSES THE VECTOR THREAT POSED BY SUCH TIRES USING TECHNIQUES APPROPRIATE FOR PROTECTION OF HUMAN HEALTH AND THE ENVIRONMENT TO PREVENT THE SITE FROM BEING A VECTOR BREEDING AREA. § 2. This act shall take effect on the one hundred twentieth day after it shall have become a law. Effective immediately, the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date are authorized to be made and completed on or before such effective date.
