BILL NUMBER: S6960 SPONSOR: KAMINSKY TITLE OF BILL: An act to amend the environmental conservation law, in relation to water saving performance standards PURPOSE: This is a chapter amendment that makes technical corrections for the water saving performance standards of certain types of showerheads. SUMMARY OF PROVISIONS: Section 1 of the chapter amendment makes technical changes to water pressure requirements in relation to the water saving performance stand- ards for showerheads. Section 2 is the effective date.

KAMINSKY -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the environmental conservation law, in relation to water saving performance standards THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivisions 2, 3 and 8 of section 15-0314 of the environ- mental conservation law, as amended by a chapter of the laws of 2019, amending the environmental conservation law relating to water saving performance standards, as proposed in legislative bills numbers S. 354-A and A. 2286, is amended to read as follows: 2. The water saving performance standards for sink and lavatory faucets, shower heads, drinking water fountains, urinals and water clos- ets, including tank-type toilets, flushometer-tank toilets, flushome- ter-valve toilets, electromechanical hydraulic toilets, dual-flush toilets and all other types of toilets that use water shall be as follows: (a) for lavatory faucets, at a constant water pressure of sixty pounds per square inch, maximum flow shall not exceed 1.5 gallons of water per minute (or .25 gallons per cycle for lavatory faucets designed as meter- ing faucets) and provided that those faucet models installed in public buildings must be of a self-closing variety and must be designed to limit the discharged flow rate of water to a maximum of .5 gallons per minute at a constant water pressure of sixty pounds per square inch or must be of the metering type which limit the discharge of water to a maximum of .25 gallons per cycle; and (b) for sink faucets, at a constant water pressure of sixty pounds per square inch, maximum flow shall not exceed 2.2 gallons of water per minute; and (c) for shower heads, at a constant water pressure of [sixty] EIGHTY pounds per square inch, maximum flow shall not exceed 2.0 gallons of water per minute; and (d) for urinals and associated flush-valve, if any, maximum flow shall not exceed an average of 0.5 gallons of water per flush (except for EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
